Dr. Fancy TOO is a seasoned lawyer (LLB, LLM & PhD) and an advocate of the High Court of Kenya with extensive experience in both the private and public sectors in Kenya. She was awarded a distinguished Moran of the Order of the Burning Spear (M.B.S.), a Presidential and prestigious award conferred in recognition of exceptional and valuable contributions in the year 2023. Dr. TOO possesses strong administrative and organizational skills, along with proficiency in technical aspects of the legal field.

Prior her ambassadorial appointment, she served in several senior positions, including Dean, at the School of Law, Kabarak University, Director of Kenya Revenue Authority (KRA), Chairperson of the National Environment Complaints Committee (NECC) and a Director of Postgraduate Programs at Strathmore University.
