Dr. Marie-Louise Tougas is an expert in International Humanitarian Law (IHL). She currently works as a Legal Adviser for the International Committee of the Red Cross in Geneva. She previously worked for the ICRC in West Africa and New York. From 2018 to 2021, she served as a member of the United Nations Security Council (UNSC) Sanctions Committee Panel of Experts on Yemen. Her expertise in IHL, IHRL, and International Criminal Law has been gained through various roles within international organizations, tribunals, and non-governmental organizations. She has field experience in Asia, Africa, and the Middle East.
