Special Representative of the Secretary General of the Council of Europe for United Nations

Miroslav Papa currently holds the post of the Special Representative of the Secretary General of the Council of Europe to the United Nations. Prior to this post he served as the Director of Political Affairs and External Relations and the Director of the Private Office of the Secretary General and the Deputy Secretary General of the Council of Europe. Prior to joining the Council of Europe Secretariat in September 2019, Ambassador Papa held a number of positions in the diplomatic service of Croatia, including the Assistant Minister of Foreign and European Affairs, Permanent Representative of Croatia to the Council of Europe and the Director General for UN, Global Issues and International Organisations. In 2018, he chaired the Committee of Ministers' Deputies of the Council of Europe. From 2015 to the end of 2018, he was the Vice-Chair of the Governing Board of the Council of Europe Development Bank (CEB). From 2008 to 2010, he served as the Chief of Staff of the Regional Co-operation Council (RCC) Secretariat, with the seat in Sarajevo.
