Carla Ruta

Expert in international humanitarian law

Carla Ruta has 20 years’ experience in the humanitarian field and engaging armed State and non-State actors on international humanitarian law and human rights law. Her ten years with the ICRC and four years with Geneva Call in Latin America, the Middle East, Africa and Central Asia have given her solid knowledge in analysing conflicts and conflict actors and of working in very volatile environments. She has extensive know-how in developing and facilitating training and dissemination of international norms to different audiences, including armed actors, communities, civil society actors and humanitarian practitioners.

While working with Geneva Call and during the peace negotiations in La Havana between the Colombian government and the FARC-EP, she helped facilitate exchanges between the FARC-EP and former Colombian female combatants which tackled issues such as the challenges faced by women in the participation in peace negotiations, in politics and decision making processes, psychosocial support for demobilized women and lessons learned from former DDR process from a gender perspective.

She currently works in Burkina Faso supporting the OCHA Access and CMCoord Team.

Carla Ruta holds a Master in Law in International Humanitarian Law and Human Rights Law from the Geneva Academy of International Humanitarian Law and Human Rights and a Master Degree in International Relations from the Geneva Graduate Institute of International and Development Studies.
