Issaka Garba Abdou

Head of Division AU Human Rights and Governance at the African Union

Issaka GARBA ABDOU is currently the Head
of Governance and Human Rights Division, within the Directorate for
Governance and Conflict Prevention - Department of Political Affairs,
Peace and Security of the African Union Commission. He has held this
position since May 2021. Prior to his current position Mr. Issaka served
from September 2015 to May 2021 as Senior Political Officer for Public
Service and Anti-

Corruption and Coordinator of the Secretariat of the African Union Policy Organ known as
Specialized Technical Committee on Public Service, Local Governance and development,
Urban Development and Decentralization (AU-STC n°8) . He directed the development of
The Common African Position on Habitat III and the Regional Framework on the
implementation of the New Urban Agenda developed jointly with UNECA and UN-Habitat.
He is also a member of the African Union Working Group on Asset Recovery and Return.
Before joining the AUC, Issaka served as follow:
- First Secretary at the Embassy of Niger and Permanent Mission to the AU and
ECA in Addis Ababa;
- Director of Legal Affairs a.i (January 2013 - April 2013) Ministry of Foreign Affairs
(Republic of Niger); and
- Head of Multilateral Treaties Division for more than 10 years, at the General
Directorate of Legal and Consular Affairs of the Ministry of Foreign Affairs (Republic
of Niger).
Issaka has a extensive experience in diplomacy and legal affairs, Human Rights, Elections
Management and Observations, Illicit Financial Flows and Asset Recovery. He is also
skilled in Program and project development and management in public service and
administration, Anti-corruption and Capacity development.
Issaka holds:
1. A Master of Laws from the University of Limoges in France.
2. A Master in project management from the International Institute of Management, in
Niamey, Niger
3. A bachelor’s degree in diplomacy from the National School of Administration, Algiers,
Algeria.
4. 5. A Certificate in International Diplomacy from Queensland University, Australia
A Certificate in International Law from the United Nations Office at Geneva.
