Mr. Peter Otim holds a Bachelor of Arts Degree in Social Sciences, Makerere University, Uganda; and M.Phil. in Social Anthropology from the University of Bergen, Norway.
Worked as Expert on the Common African Defence and Security Policy, at the African Union Commission – Department of Political Affairs, Peace and Security from 2009 to 2023.
Mr Otim has handled various portfolios, including fight against illicit Small Arms and Light Weapons, disarmament and nonproliferation, prevention and combating of terrorism, Weapons of Mass Destruction, and fight against transnational organized crime. Mr. Otim served as the Focal Point in the AU Commission for the African Union Mechanism for Police Cooperation (AFRIPOL), which is the AU’s specialized institution on police cooperation for AU Member States; African Union Counter Terrorism Centre, which is the AU’s specialized institution for the prevention and combating of terrorism; and for the African Commission for on Nuclear Energy (AFCONE).
As an independent Consultant, Mr Otim was contracted by the Bonn International Centre for Conflict Studies (BICC) from February to December 2024 under the BICC-AU project: “Supporting Small Arms and Light Weapons Control in Africa”
Presently, Mr Otim is contracted by UNITAR as a consultant in August 2025 under the Project “Strengthening Operational Linkages between Early Warning and Operational Response”, specifically on Disarmament, Demobilization and Reintegration (DDR) Conflict Prevention and Early Warning.
